Mrs. Arrow is the official name of the character, and the only name the official material ever uses in all of her appearances in the franchise. We do not know what her real name is, as the games and manuals, both English and Japanese, never reveal this info.
“Monique L'amoreaux” is from an old defunct American-only F-Zero X NOA website that is notorious for having dubiously canon unsourced info that is often never provided in the games, manuals or the other official websites themselves, and many of the info this source pushed out has never seen the light of day again in the franchise or has been completely contradicted since, further questioning it's legitimacy. Much of this information persists on the internet for decades and through osmosis in the fandom due to bad F-Zero wikis that still exist to this day. In regards to F-Zero in general it is best to avoid ever referencing it.
It also breaks convention. She is still currently the only F-Zero character tag to not use the game's official name designation.
