I dunno. I took a look through the 10 posts here and they look very much in the wings, as in occupying a space where a feather would be and looking as though there's depth rather than just resting on the wings. post #7618274 is a pretty good example of being in rather than on. It's not like the other eyes_on_* tags where you can clearly see they're resting on top of the part in question.
Can't really call it holding consistency either when all of these other eyes_on_* tags are single-post tags that are made because of tag maximising. Frankly I find the other ones pointless because they're covered by extra eyes, so if you eliminate the other tags with this in mind then there are no other eyes_on_* tags that would exist. So it's kind of pedantic until you realise these are pointless.
Then you have Kokutenshi Hibaru who is usually drawn with eye-shaped wings (post #9097552), though they are sometimes drawn in a way that fits this tag. I don't know if there are other characters with wings like that, but I feel like that's important to point on.
In either case, I really do think eye in wings makes more sense than eyes on wings. Add in the fact the other "eyes on x" are so small, and I think it's fine as is. This tag could use more populating.

not to complicate things further but i've stumbled upon another, larger tag for the same concept while trying to fill in eyes in wings.
there's some literal wing-eyes (post #7422670) tagged under this as well as eye-wings (post #7128714), but judging by most posts in the tag and its history, it's meant to be for eyes in wings. choosing to merge into eyes_in_wings because its name sounds clearer to me. edit: typo

We should create something like wings as eyes for post #7422670, and possibly deprecate wing eyes.

As above. Using eyes on wings because it's the generalized form. post #9097552 are eyes "on" wings, not "in" them.
This tag may also apply to things like post #7182887, which are not stricly inside the wings but just on the surface, while still qualifying for this tag for all intents and purposes.
I've also created wings as eyes for wings in the place of eyes.
