It's about making sure your ratio, the number of good uploads you post always exceeds every deletion. That number goes in the opposite direction too. Things like that help curb bad actors coming in from out of nowhere on the internet.

If the number of uploads you post goes up and you avoid deletions you'll go higher than 15.

You also have to remember that those slots get freed up when uploads are approved. Instead of focusing on the number of uploads, just find good posts you know will be approved. Eventually you'll get faster and be able to judge what you can post faster so the count means less.

Eventually if you're considered trustworthy you may have that limit removed if the mods choose, at which point you become a contributor, but that means hundreds or even thousands of uploads with consistently low deletions, and even contributors and higher staff can have their posts flagged and deleted. It's nothing personal, just part of the collaboration baked into the site.

IMO one approved pic and one denied should give the same amount of credit (IE 1 forward for one uploaded as it is, and one back for a denied picture)

The system is the way it currently is to reward people for consistently uploading good art and punish them for uploading low-quality art. Having deleted uploads and approved uploads be weighted equally would discourage users from consistently seeking out good art to upload, while having deleted uploads weigh more means that users will generally have more caution with art that is potentially below quality standards, especially if they're first starting out. in theory, anyways
