Generally we don't bother with creating aliases for every single possible typo for underscores vs. dashes and all that. If it happens either the tagger will notice with the "you created a new tag!" popup after editing, or someone else will notice it once its included in the daily new/nuked/repopulated tag report. Underscore vs dash should work the same way in the autocomplete, both off-topic and off_topic should give the same result when trying to tag/search.

It's not vandalism. There are a lot of nuances to how our tagging system works, so you should see these as learning opportunities. It's only a problem if you don't apply that knowledge when making new BURs.
