Create tag dress_ruff for dresses like Magical Mirai Miku (2019)'s?

Magical Mirai Miku (2019) has a specific dress design that looks like Elizabethan ruffs. In real life, this design is a little hard to search by keywords because people give it different names. Here it is described as "rounded double pleats" for example.

Previously in forum #374473, user nkuylo and I agreed to tag it frilled dress, but I still wonder if there is a better way. Considering we already have neck ruff for Elizabethan ruffs and similar neckwear, does it make sense to make a tag dress_ruff for dresses like that of Magical Mirai Miku (2019)?

I agree that there should be a tag for this. post #8684799 and post #9164276 have these very specific type of pleats as well. I think naming it dress_ruff to match with neck_ruff works.

Alright, I'll go ahead and tag Magical Mirai Miku (2019), post #9164276, and Joker & Diamond Mask with dress_ruff (where it applies).

remove alias ruffled_dress -> frilled_dress
deprecate ruffled_dress

Also removing this alias because it can apply to either frilled dress or dress ruff.

Yeah, if we're making a tag for this ruffle style (thank god; Joker & Diamond Mask (Miracle Nikki) ain't my first brush with it at all), ruffled dress is no longer a safe alias to frilled dress.

Make sure to link both in the deprecation wiki.
