This tag is for characters (and animals) with lighter skin/fur on their stomach than the rest of their body. This is essentially the default in both nature and fanart; it would apply to over 90% of furry posts and a whole heap of animal/creature posts. Plus, it sounds a lot more like an art technique than a body pattern, so it's confusing to boot.
e621 might enjoy having useless garbage like this, but I like to think Danbooru does not.
