In my opinion this sounds like very hostile/unfriendly behaviour towards artists, despite being a site that would be nothing without said artists. Behaviour not unlike current AI image generators.
So, how would an artist pre-emptively prevent their works from being uploaded here? I have not found mention of any sort of DNP list in any of the wiki help: pages relating to uploading or artists.

Regarding "pre-emptively", my answer is "probably not."
If they have artworks posted on Danbooru, they should submit DMCA takedown request.

There used to be a tag for banned artists but it has been deprecated and nuked. However, you can still view the list of banned artists by this link.
