The term may not be, but the tag pretty much is. Only one single post (post #3602423) is tagged with Commissar but that isn't part of 40k (and even that used to be by mistake), so the tag seems to be consistently used for 40k.
BUR #49367 has been approved by @evazion.
rename commissar -> commissar_(warhammer_40k)
Changing the qualifier since it's for Warhammer 40k, not Warhammer Fantasy. Although we're not always consistent on this, see *_(warhammer_40k) vs *_(warhammer).
