Horns

BUR #50701 has been approved by @evazion.

create implication tree_horns -> horns

Now that antlers imply horns, tree horns can also imply horns.

BUR #50702 has been rejected.

create alias dragon_horns -> western_dragon_horns
remove alias dragon_horns -> western_dragon_horns
create alias dragon_tail -> western_dragon_tail
remove alias dragon_tail -> western_dragon_tail

Is this tag supposed to be for all dragons or just western dragons? It might be the former back when eastern dragon horns didn't exist but now it's just creating confusion. It should either be western dragon horns or eastern dragon horns should imply it.

Edit: added tails.

Feels like a massive stretch to tag things like post #10070431 as horns just cause they stick out of the head.

Alternate BUR. I'm not sure if an umbrella tag is needed, they look quite different, but since that's how we handled dragons maybe it's preferred. Also saves us the need to clean up dragon horns and dragon tail. Western dragon horns and western dragon tail should still be created.
