"low" flags

Recently (actually over the course of a few months at least) there's been a bunch of perfectly fine posts getting flagged just with the reason "low". There's the fact that they aren't even bothering to write out the full reason ("low quality", what a chore), but many of the posts are not just fine but actually (really) good.

There's also some subpar posts flagged with the same reason, but many of those are just not my thing and not egregiously bad in the objective sense. Still, with how good some of the flagged posts are it feels like some weird form of vandalism, but obviously I have no way to know, hence me making this forum post.

Flag vandalism (topic #13177) was closed early this year because less than a page worth of new results of reports were still not adhering to the clarified definition of what constituted "flag vandalism". While to an extent I agree that simple flags with bad reasons or whatever aren't really vandalism and approvers can nullify those flags as long as they haven't already approved the post, it still doesn't mean shit like this should be encouraged through inaction, especially if it's serially from the same person over and over.

Since nothing has happened even though this has been mentioned via alternate channels multiple times, it makes me think it's a Builder doing it since there's a higher threshold for action to be taken against them, which just makes this worse - a Builder, who should know better, serially flagging things for "low" doesn't provide any clear signal to the uploader on what the problem is that it's getting flagged for (low? low what, low protein??) and at some point this is just going to encourage copycats.

Enforcement of misusing features like this is pretty lopsided. People get banned for other much lighter things much more easily (topic #31568) but then you see actual bad faith behaviour like this that just isn't stopped. What is the line here before someone tells them to flag for a real reason?

4 different users, surprisingly, and all Builders.

That sounds to me like one builder didn't use their brain and decided to flag for a completely esoteric reason and three other people decided to also turn off their brains and copy that bad example. It's so frustrating that builders of all people can't be assed to write a proper flag reason to indicate what exactly the problem is.

It's really tempting to just automatically reject (most of) these flags regardless of if there's an actual problem or not in the post just to force someone else to use their flag slot to write a meaningful reason.
