Deprecate shimotsuma

BUR #62820 has been approved by @evazion.

mass update shimotsuma -> yuru-chara -shimotsuma
category shimotsuma -> general
rename shimotsuma -> shimotsuma_(city)

This copyright tag is only used for Shimon, the mascot for Shimotsuma city, so the yuru-chara tag should be used instead. If there were to be actual art of the city, then a Shimotsuma (city) tag could be created, as it follows how other japanese cities are tagged.

Edit: Changed the deprecate of Shimotsuma into a rename.

Is deprecating Shimotsuma necessary? Its wiki could be used as the wiki for the Shimotsuma (city) tag.

I edited the deprecate into a rename, I think that's how it should be done?

Yeah, that'd work, but you should add a category change line so that the city tag doesn't end up a copytag.
