BUR #62980 is pending approval.
create implication parallel_hairclips -> multiple_hairclips
The wiki page states that this tag describes multiple hairclips that are parallel to each other.
(I also can't imagine a scenario where one would have parallel hairclips that wouldn't qualify for multiple hairclips..)

While semantically correct, I'm not a fan of this implication since it would make it impossible to find posts of characters wearing more than 2 hairclips but not enough to qualify for decora or too many hair ornaments.

Multiple hairclips should probably change it's definition to "three or more hairclips" like multiple hair bows has.
