This is an aged down of the character that is prominently featured in Mon-Musu Quest: Paradox and remains in this state for almost the entire game.
Similarly, two other characters who have been affected by the same seal in the story have their own character tags for it.
Tamamo (True Form) (Mon-Musu Quest!) is the unsealed version of Tamamo (Mon-Musu Quest!). Here, the sealed version is the first and most prominent appearance of the character with the true form only being revealed later.
Ilias (Sealed) Is also prominently featured as a playable character in Mon-Musu Quest: Paradox and remains in this state for almost the entire game.
Considering those two characters have their own character tags for it, I think it makes sense to have this as a tag & implication.
