I can't say I really care for the current wiki definition of hoodie, "Any garment with a hood attached." Not every garment with a hood is called a hoodie.
This definition would need to be resolved if you wanted to have it implicate hooded_jacket.
I think you should take a look at Shinobu's (Love Hina)'s "dress" (e.g. in post #54525 and post #289112). It has a hood. So that goes against your proposed implication.
I think a hoodie is, uh, exactly the same thing as a jacket with a hood. In which case this is a tag rename request, and not an implication. But maybe that's just me.
That's a hooded dress, not a hoodie. I would not be afraid that British people wearing one are going to rob me.

Same. Hoodie where I come from has always meant a hooded jacket, or often a heavy hooded sweatshirt.
