In my opinion, both tags should be used if the image is borderline and you can't tell for sure if the breasts are smaller or larger than 1/3 of the head. The only other option would be "guessing".

Personally, I would support estimating like that. Part of the reason we use this kind of metric is because it is generalized enough to (ostensibly) prevent too much confusion or bickering. I suppose someone could use 3D rendering software to get a more accurate reading of volume where head size vs. breast size is concerned, but that just says the user is being too uptight about it to me.

So long as you are confident your tagging matches the guidelines, there is really no difference. If your gut is very bad at following established guidelines and definitions things get polluted and messed up for everyone.

S1eth's guidelines are close enough to what we've already been using in practice for me to get behind them.

Your and scg's analysis makes sense.I still feel that something could be added to remove some ambiguity though.

Maybe using the breasts tag for either visual identification, or as a measure of size,instead of both?

It's not ideal since breasts is implicated to many visual identification tags such as sideboob or cleavage.

I should clarify that I don't think every post should be decided through gut feeling, just the ones that really give you trouble even after a good observation. In other words, I agree with sgcdonmai.
