I don't know if it's the vast amount of plugins I have installed on Chrome (AdBlock, Missing e, Tumblr Notifier, IMGOps...) but I can no longer see the notes when I move my mouse over them (the grey rectangules). Take for example post
#634718. I hover my cursor over the notes but the text won't show up. How do I fix this? (Preferably without uninstalling any plugins/reinstalling Chrome) Halp plz!!

Have you tried restarting the browser? Pretty basic.
Are the rectangles solid or can you see the image through them? If they are solid then a plugin is blocking the scripts of Danbooru. You don't necessarily need to uninstall the plugin, unless there is no way to whitelist donmai.us on said plugin.

If by "restart" you mean, closing the browser then opening it again, multiple times. If the "restart" you mean is something more technical, care to explain how to "restart" a browser?

I can see the image behind the rectangles, and I don't think a plugin is blocking this. Not even AdBlock because I added Danbooru to the plugin's whitelist and still isn't working.
Use Firefox.
The only time I've had a problem seeing notes is when my NoScript was blocking Danbooru, and the notes were a solid color instead of transparent, so I really don't know what the problem would be beyond that. That said, I don't use Google Chrome anyway.
I assume you've been able to see notes before, right?
Why not try to disable every single plugin you mentionned, and then give it a shot? if it still fails, consider checking your account options maybe? It might have something to do with it.

Yes, that's what I meant.
Go to chrome://plugins/, disable every single one, then try again. There is absolutely no way anyone can effectively help you if you cannot take this most basic of troubleshooting steps.
