Reason:
AFAIK, there is no standard practice concerning this subject, but I think my idea is a reasonable step: I take it that when someone is wearing a single sock, then there is a number of socks visible, so both tags would be usable simultaneously.
If, hypothetically, we need a tag for "someone wearing exactly two socks", (but I don't think we need it, anyway) then "socks" would be a poor name for that tag, because it really does not imply any quantity. When I search for socks, I expect to see all the images depicting socks together.
