I think that would be between Albert & his webhost. I'm pretty sure replacing HTTP goes well below the layer of Danbooru itself.

Not really. The server that Danbooru runs on is either self-hosted or on a VPS, both of which would allow adding SPDY support due to having full control of the system.
Since the webserver Danbooru uses is nginx, it'd have to be patched to include SPDY support and then configured to use it. Although, I'm not seeing any reasons compelling enough to jump through those hoops.
