Ever since seeing the "Hourly Limit Exceeded" message for the second time I have been unable to bump any posts for some reason. It's been a few days, surely this is some sort of bug?

You're new to forums and image boards, aren't you? (Or at least haven't seen many different types.) Bumping excessively or without good reason is considered obnoxious, so this sort of policy is standard practice to deal with the issue of obnoxious users.
Manual moderation is usually too much work for too little benefit or flat out impractical, so you'll have to live with this machine-enforced policy, unless you get promoted to a higher user level.
Last time I remember trying to bump a post was after adding Kyouko's tag to post #1184350 because it had been missing for several months. That was 2012-10-30 20:06 according to my tag edits. I tried again about 3-4 hours ago, that's when I got the error. I'd posted two comments just before, but without bumping. Strangely one of the posts did look like it was bumped but it was most likely at the top already...
Try clicking on "Post without bumping". That way, you can send as many comments as you like without even bumping the post to the top of all comments. I tried to click "Post" and wait for one hour, but it says "Hourly Limit Exceeded", so I am on the same boat as you.

I am still a member on Danbooru, so I don't dare bump posts.
