Tag for an overgarment with no shirt

Do we have a tag for when an overgarment (jacket, cardigan, etc.) is worn without a shirt under it? no_shirt should not apply according to the current wiki definition. naked_(clothing) should not apply either if the character is still wearing underwear.

It seems there's some disagreement over whether underwear under an X constitutes "naked X" or not. The wiki for naked apron says there could be underwear underneath, but there's also nearly naked apron for when the nakedness isn't full nakedness.

I'm of the opinion that it shouldn't count for naked_(clothing) tags when they're wearing underwear. I'm guessing those that want them included think so because having nearly_naked_(clothing) tags for everything would be overkill. So, the idea of a single tag for this kind of situation seems good.
