In anyone else's story that would have been a throw away moment. Here it not only has reason but that reason tie into the decision of one of the characters to move on and live or die.

I think he's referring to the little girl sitting beside Star Sapphire.
That beautiful Ex-Rumia from before. And this beautiful adult Daiyousei watching over even a child Yukari. Man, Gensoukoumuten just does things so brilliantly.

I think it was... several lifetimes ago. With the possible exception of Cirno fairies are reborn, remember? It may be again now that this Gensokyo is an advanced society and there aren't that many threats except in the worst slums.
I think what this means is that fairies don't "forget" their families that die. They send the parts of themselves that loved and were loved by them to be with their families at what lies beyond death.
This may also explain why there aren't any true "Great Fairies" anymore. They've sent most of their essence to be with loved ones.
It's possible Ex-Rumia was a Great Fairy who didn't do this; and had to be sealed. (The circumstances behind that have changed.)

that means this Daiyousei is the only one true Great Fairy ... or at least the last one ...

that point make so much sense ... "Sealead Great Fairy" ... even sounds more awesome than "Darkness Youkai" but again titles are earned for their actions. Maybe and is quiet possible , Rumia nature was out of control too for be a Great Fairy ...
