Not every tanuki is Mamizou. Not every raccoon girl is a tanuki. Especially in the case of Yukari, who trolls in every way imaginable. In a tag-what-you-see sense, it's just yakumo_yukari+raccoon_tail.
The Yukari is a tanuki thing is quite old (much like Yukari herself). The first time I personally recall seeing it was a doujin where Chen was counting tails in the Yakumo family and wondered how many Yukari had, but I'm certain the joke had also been used earlier.
