I think this is colored pencil, like others from the same artist... but I've never been good at telling subtle things like that apart.
edit: going by post #987693 it might be by caligraphy brush?

Nah, it's coloured pencil alright. A brush wouldn't give outlines that thin, or with so much texture.

A little late but, I checked the artist states it is a combination of coloured pencil and acrylics.
