The standard answer whenever someone points out that Emi's been drawn with legs (which is quite often, even the devs themselves do it from time to time) is that she has a pair of "normal" prostetics that she wears most of the time, and that she only wears her leg-blades (aka the "running legs") when she's training or competing.
The real answer is usually that it's actually pretty hard to draw her leg-blades right, especially without reference.
