The whole picture is very stylized and detailed. The face looks like it was made in MS Paint. That contrast makes it all the more terrifying.

The head is a display, this is merely the default face for when it is building: Expressionless. Just wait until it's destroying things, then it'll have it's true 'happy face' on.
