Arc is from Melty Blood/Tsukihime. They don't have Noble Phantasms. Saber is from Fate/Stay Night. She does have a Noble Phantasm. It's called Excalibur. =p

Realty marble and noble phantasms are both in fate stay night as heroes can do both while in Tsukihime Arc has only reality marble.

Arc doesn't have a reality marble. She uses a marble phantasm, which manipulates the laws of nature to do her bidding. The prime difference between a reality marble and a marble phantasm is that a reality marble redefines the surrounding environment to reflect the caster's inner nature, often times changing or breaking preexisting laws of nature. A marble phantasm, on the other hand, manipulates existing laws of nature to perform superhuman acts. Though, technically, reality marbles are a subset of marble phantasms.
