Well, they did know that Meiling was safe already thanks to the news report, and they probably figured that since she was a grown woman, she could take care of herself on her trip back.
Flandre, meanwhile, being a child, would naturally be someone you would worry about if she was lost in the city overnight. What "parent" (or rather, family in this case) wouldn't start immediately worrying about kidnappers?
Plus, it seems like they just plain didn't see Meiling at all, since you never really see her in the reunion bit except for Meiling's hat, but then, I doubt she's going to get the hug in the next strip, either, for comic effect. (Although maybe Flan will give Meiling a hug for a d'awww moment.)

That is very true; however in Flan's case your sentence might be read two ways. Still, the good colonel's version of her does emphasise her more adorable toddler side.
But it's good Meiling is back, and I hope she gets lovingly consoled in the next strip.
I think it more likely that Sakuya, Patchouli, and Remilia just saw Flandre before Meiling entered their field of vision--and in their haste to console her, moved too quickly to realize Meiling was there. Not to mention so quickly that when Meiling tried to embrace one of them, they had moved back out of range before she realized what was happening.

I think they just don't really care too much about Meiling in this 4koma. Not hard to understand, the New China does the job just as well, and doesn't have to be fed.
