Sakuya's telling Koakuma off for not doing her job right, and when Koakuma's about to leave at her behest, she snaps again cause that's not what she's meant to be doing. She's meant to be helping Patchouli, and all she's done is act like, well, a little devil. The coughing fit, I'm not too sure how that's her fault, but Koakuma's readiness to shirk her responsibilities at an equal's behest makes her appear even worse, since she SHOULD be striving to help Patchouli.
Based on the strip two days following, I believe I actually misinterpreted her line in panel 3. The trouble is, there's no stated subject or object, and the verb form is "-sasete morau". "-sasete" can mean "make (someone) do" or "allow (someone) to do", and "morau" is the casual verb for "to receive/have someone do something". So "matte morau" would be "have (someone) wait". But "matasete morau" could mean "make (someone) wait" or "allow (someone) to wait", depending on context.
Since Sakuya's waiting outside the room two strips from now, it's got to be the latter meaning. Koakuma's response is a miserably guilty offer to leave the room instead, so Sakuya can remain inside (and closer to Patchouli).
