I like how Kyouko completely overlooks the fact that they are a highly advanced race capable of traveling across the universe and are, in fact, responsible for our current state of technological progress. They likely have weapons that would completely obliterate us if it ever came to a conflict of force.
That said, simply exposing his scheme to the whole world should suffice to stop him. Only girls living in third-world nations where access to global news is scarce would be in danger, and it's a simple matter of helping those governments spread awareness in those areas. From there, they just need to get rid of any remaining Witches/Familiars, and have some sort of plan in place for when the remaining Magical Girls become Witches themselves.
