I remember this artist's long Cirno Story, when suddenly there was a blue capsule fall from Sky and Cirno accidently swallowed it and turn to Long Cirno, maybe she swallow a red capsule now and turn to....this Cirno?

I think that's just Long Cirno in Touhou player perspective.

from what I gathered is that there's a vampire going around turning others... Cirno being among them (hence her changes)

Actually, it's two vampires. Roselle Scarlet was going around turning others into vampires while Suzuran scarlet tried to stop her and got defeated. Near death Suzuran found cirno and bit her as to give her powers capable of stopping Roselle and faded away.
