Yes and no. It was sealed off recently but was ancient when sealed.

this. the actual barrier is just over 120 years old, but the province was settled more than 1200 years ago (the point where the Gensokyo Chronicles was started by Hidea A1)

This could just be an alternate dimension instead of a story in the past. Since there is another Sakuya entity that exists.

Some things make me agree with this. This may be on the same time-line as the original dimension just without the need to make Gensokyo. Though, there's a lot that does suggest that it is indeed a story of the past in another dimension.
