Not quite. The trick is the verb form: "misasete" (make/allow to see) instead of "mite" (see). It's grammatically odd that way. I'm not sure I've got it right.

Actually, I think that Flandre says something to the effect of "let me see".

I guess this means we won't be seeing Flan then...

The phrase "let me see a sweet dream" sounds an awful lot like a periphrasis for "let me go back to sleep".

About what Flandre actually said - it seems that Flandre must've done something traumatic to Patchouli, out of carelessness, and now Patchy is too terrified of Flan to come anywhere near her (thus, Patchy's horrified reaction when the koakuma was told to attend upon the "young mistress"). And thus the koakuma is to act as a messenger for the apology that Flan can't deliver in person.
