    Who might be the other person she hates? Can't be Patchy, right?

    She doesn't hate anyone. She's saying that Flandre hates her because apparently, she used her power to break the contract on Koakuma. What I'm guessing is, Patchy will form her own contract with Koakuma thanks to Flandre's actions. That's why I was grinning so much in the last strip.
