I'm not sure. In the fairies comics (Bright and Strange Deity or whatever), Reimu locks a ghost in a jar to keep it cool, and while the ghost is clearly agitated (read this as "is moving everywhere to find a crack and escape"), it doesn't seem able to speak.

According to Satori's entry in SoPM, the spirits (or at least, the vengeful spirits) can't talk. Orin can talk to them (or at least communicate with them), they like her more than Satori (who can read their mind).

I think it's actually pointing to Yuyuko.
