I hope it's just you. Personally, I see her as quietly making contact here. When seen that way, this picture marks a hopeful thawing of the cold, isolated mood of the parent (and many other pictures of Rei).
The assumption (frequent on Danbooru) that any girl who is grinning, giving you a meaningful glance or generally showing her interest is actually batshit crazy and wants to kill you with knives RARR might cost you dearly one day.
