I wonder why sometimes fan-artists forget that Flandre is a vampire. Vampires become weak exposed to sunlight or rain and they don't have reflections. C'mon, it's common knowledge.

Possibly because Japanese vampires (rokurokubi) are quite different, essentially being indistinguishable from humans and having no weaknesses. The Scarlet sisters are western vampires, but even in Europe, the lack of reflection was not a universal trait of vampires.

Flandre is not a typical vampire.
These days vampires can walk in the sunlight, can consume other liquids, and sparkle. This is nothing.

I'm not exactly sure, but that's the closest I can come. Although the negative form at the end of the sentence is throwing me off, I don't see any other way to have it make sense...
There is no "Common" vampire. There are many different types of Elves and orcs and what have you. These days, its actually becoming more common for Vampires to simply be "weakened" by light but not shrivel up and turn to ash. Meaning vampires of more modern day fiction can walk in dalylight just fine, they just become as weak as humans.
Whatever kind of Vampire Flandre and Remilia are is unknown. They seem to be a random mishmash of Western and Eastern, whatever ZUN feels like throwing in at any given time.
As for the weakness to Sunlight, they actually do turn to ash in it. But then they also heal up almost instantly from it, so little damage is done, but the process is still enough to weaken them somewhat. As for rain's effect, all we know is that they don't care for it and that it was apparently enough to keep Flandre inside the mansion during EoSD's Extra stage.

Touhou vampires are only weak against Flowing Water, and that is by contact.
Cirno Freezing the rain before it touches Flan is "genius" and why this is possible. Snow, Ice, and other non-flowable/stationary water is fine for Touhou vampires.

Not only that, but the whole sunlight, garlic, and many things that people think should kill a vampire were usually things portrayed as weakness not instant death. Sunlight would make them weaker, so would garlic, and stabbing them in the heart was not enough.

Oh, if you could guess how many ways there were to kill a vampire. Every region and culture had their own myths, though they were usually variations on "stake through the x" (with a stake of ash in Russia, hawthorn in Serbia, and steel for the Gypsies (with several needles of steel in the arms and legs, the body, and bits of steel in the mouth)), or decapitation (mostly in Germany, with the head buried between the legs, under the butt, or in another place altogether). In Romania, they fired a rifle round through the coffin as late as the 19th century, and a woman buried in 16th century Venice had a brick pounded into her mouth. Then there was the usual run-of-the-mill incineration, exorcism, holy water, or simple boiling water over the grave, or repeating the funeral rites once more.

That'd be trading one problem for an even bigger problem. Sure, you got rid of the pesky youkai, but now you have a spirit of vengence (flaming skull not included) on your hands, with youkai powers, and you can bet your ass it's not going to play nice. Instead, you'll be facing a pissed off youkai beast that can no longer be reasoned with, and which may fight without the restraints of the former youkai. So yeah, I'd advise against taking that road...

kinda late here but i think the artist knows that vampires are weakened by rain, so that's why cirno using her powers to change the rain to snow before it hits flandre.
This is an adorable image and it is heartwarming Flandre has someone to play with.
If you consider it, Flandre is a lot more powerful than her older sister Remilia, thus she might not actually go by vampire rules and only Remilia so far has been confirmed to be weak to sunlight and flowering water. However, given the fact that the two are not weakened to crosses (I read somewhere, Flandre even played with one), they may not be subject to all "traditional" vampire rules (there are no set vampire rules but the ones you all speak of are the most common), though Remilia seems to be restricted by a few, i.e Coming in after being invited, not be able to go out into the sunlight, and being weak to water, whereas, Flandre, being more powerful, could (not saying she really can) go out into the sunlight, come when not invited, and may not suffer the effect of water, so theoretically speaking, Flandre may not be harmed by rain.

Patchouli forced Flandre to stay in the mansion by making it rain when she was going on a rampage after leaving the basement. On the other hand, they both are not affected by crosses either. So it's really more of a cause of ZUN going "My vampire, my rules". Although the sisters are from western roots, ZUN seems to have incorporated japanese and western characteristics to them.

You're half right.
Japanese vampires don't have the same weaknesses that western vampires have, but their skin burns when in contact with roasted soy beans. This is because the japanese name for vampire literally means " blood sucking oni", and oni also burn in contact with roasted soy beans.
