I'd go for 'dumbfounded and annoyed', seeing as she already punished Cirno. As for the green thing... It's pretty mysterious. Maybe some sort of hair remover?

The green thing looks like a hair dryer with a foldable arm, so it's easyer to keep in a drawer.
