Do you happen to know the rest of the idiom, by the way? "Line up all goosenecked...", I mean. Because just the first half doesn't make a whole lot of sense. Anyway, I appreciate your continued and valiant efforts at tackling this series.
That's the entire idiom. As best as I can tell, it actually means something like "get some heads together", with the implication that the people involved aren't all that worth the effort. I just fudged it a bit for the sake of the bird metaphor.
And now, I will NEVER watch this commercial in the same way, ever again. http://www.youtube.com/watch?v=Aq_WVqPzraU ...of course this all just makes it more funny, lol.

The saying goes, "line up all goosenecked"... "Gankubi narabete/soroete" (雁首並べて/揃えて).
"Gankubi", which literally means "goose head/neck", can also refer to the bowl of a pipe. It is also a rude slang term used to discuss numbers of people.
This idiom means a gathering of people, or to assemble a group of people. It is mainly used in reference to opponents in a fight ("Be ready all together!"), and is also used with the nuance of disdain for a situation in which a group of largely incompetent people has been assembled merely for the sake of evening up numbers.
...but it does look pretty silly when you actually imagine it!
