It's the "Jin kisaragi" class. Every class has a female version including the guest characters and the Noel you see is the female Jin equivalent

Notice the yukianesa in "Noel's" hands? She uses Jin's skills and yukianesa in battle. She's also called Jin

She also has her outfit modified to look more like Jin's. Notice the jacket parts on the side and of course the obvious sleeves.

So she's a female Jin. With a short dress and hat like Noel's

Ah, I just noticed. It's cosplay either way. It's either Noel dressing up like Jin or Jin dressing up like Noel. Ah, Whatever.

Blazblue fan from the future here, Female Jin’s design is like that because it’s literally the NOL’s uniform.
