Actually, the all-elcor production was announced in ME1 in the elevator chatter on the Citadel. The play was already in theaters in ME2, where they had Citadel advertisements for it. (Meaning none of it could have been "in hindsight", since elcor didn't even exist on the pop culture radar until after ME1 came out.)
