【速報】消費者庁、千早を違法と判断

Really though, the people who make news programs truly know what they're talking about. When it comes to the idol most suited to this type of unfortunate role, there really is no other choice than Chi-chan!

According to Wikipedia, complete gacha is the practice of awarding a rare prize for successfully collecting all of the items in the set.

To describe the linked picture a bit more:
It shows news anchor Nojima Takashi (野島卓) at a desk for the FNN Supernews Weekend. The superimposed graphic to the left of him has a picture of a Chihaya Cinderella Girls image (post #1091019).

So... what was illegal, exactly?

Were they just making the prize illegally to rare or something like that?

My guess is that by making the rare prize depend on result of random "gacha", it becomes a game of chance akin to gambling.
I remember reading that vending machines that give extra items on random occasions were outlawed in the US by that reasoning.

And recently Asian countries like Singapore and Japan are passing laws to outlaw online gambling, which covers "gatcha" rewards. This will affect a lot of online games once the laws are fully implemented.
