    It's based on another Finnish meme.

    A law, that would ban the licorice pipes, was planned. The argument was, that they promote underage smoking. The law didn't pass, but a guy parodied the proposition with a Youtube video, showing the "terrible narcotic effects" of licorice pipes.

    reminds me of candy cigarettes, them being banned because it was thought they desensitised kids to cigarettes and made them more willing to try them later in life.

    Well ridiculous laws exist everywhere, in Florida it's illegal to skateboard inside a police station, in Germany (I think?) it's illegal for pregnant women to skydive on a sunday. We even had some in our school, 'if the headboy and headgirl become married couples, they will be given a house and a goat,' suffice to say, some of the teachers confirmed whilst others denied it, so it was up in the air.

    My Wal-mart sells Big-League Chew at the registers but it's the only place I can think of near me that does so.

    That finnish guy in the video is actually kinda scary. Not that he looks scary, but he's most definitely batshit nuts. He's mixed some odd beliefs into his definite and over the top-fundamentalism and his family lets it be and palys along with that guys fucked-up whims. I watched couple of his videos about a year ago. My brother laughed at him, but I was kinda scared shitless, that a guy like that lived on the same side of Europe as I do. In the same country even, altough far in the north.

    Candy cigarettes weren't ever really banned, either, just fell out of favor -- the marketing got too hard. There are some revival versions out since Mad Men came on, and dollar stores occasionally carry "Candy Sticks" which are the same thing but without the markings.
