Come to think of it, could be a Chinese or Korean commie suit, but the accordion makes me think otherwise. This still doesn't explain the red star seemingly coming out of the blue (not to make a pun).

Those pants are a part of uniform for sure. His hat looks like a flat Budenovka, but I don't remember seeing anything like that. Then again, History never was my strong point, so I can't be sure.
Also, noticed the scars on his hand. What a nice touch. WW II had left many, many more of those.
