    Because the idea is that he's more compact but more powerful. Think of it as condensing all that he is into a smaller but more tentatively stronger form... or if you must get a comparison think Freeza Final Form or Cell Perfect Form, or lately Super Saiyan God Goku, all 3 are smaller in comparison to some previous form but are more powerful.
