If the tags are to be believed, it's an original picture, ie. one not related to any existing manga/anime/other works. And the artist you can see yourself, again using tags.

For wallpaper submissions like this...how do you give credit to the person who made the wallpaper? I see credits for the original image and manga but none for the actual maker of this wallpaper

You don't. 99% of the time the "actual" maker only took an existing picture and perhaps cropped it into some standard res, optionally breaking it with some idiotic photoshop abuse.

I guess yea. But when it comes to one like this, even I admit its well made and not some idiotic photoshop abuse.
They just cropped out the chick and put her on top of some random high res image background they had. The chick is from the cover of Comickers that Oh! Great did.
