If Kaio-Ken x3 is her limit, it puts her PL around 7000-8000, based on Goku having a PL of (a rather ambiguous) "over 8000" when he fought Vegeta, and only being able to pull off a Kaio-Ken x3 safely. I know, he DID do a x4, but it pretty much wrecked his body.
If Meiling isn't even trying a x4, it could mean:
a) She doesn't have a PL high enough to do it at all.
b) She tried it and wrecked herself.
So... just thinking, and NOT in canon...
If Meiling has a PL of, say, 8000, and seeing how much stronger her level-successors are... I'd say Reimu's PL in EoSD was near-Ginyu level, with Remilia being around Recoome level. An Flandre would be at First-Form Frieza level. Suddenly makes Gensokyo seem less inviting to visit...
