Playable characters seem to get included based on the first time that they were a boss. Marisa is a stage 4 boss in 2 and 4. Reimu is also a stage 4 boss in 4. But since the pc-98 games had 1 less stage it got translated to stage 5 it seems to me.

I can see Marisa being in here, considering that she is the penultimate boss of Touhou 2, which has only five stages, but Reimu is a stage 4 boss in Touhou 4, which has SIX stages, so...

4 has 5 stages and an ex stage also the boss was not a set person but dependent upon character.

There isn't "one that's out of place", there's two. And those two qualify as stage four. So we have multiple stages, with multiple girls in each. Which is fine.
Unlike, post #1111981 and post #1400325, where there's only Reimu (who should probably get a wildcard exception for this pool, but by the rules as written, doesn't).

Didn't thought about this pic having two stage 4 bosses... So yeah, this pic does belong in this pool after all.
