This was taken at Anime Weekend Atlanta 2013 during the unveiling of a scroll that was presented to ZUN in honor of his attending the convention. The scroll is comprised of artwork by numerous volunteer artists featuring every Touhou character from Embodiment of Scarlet Devil through the Double-Dealing Character demo (so, first three bosses of that game).

All of the bosses of DDC are present technically, but as mentioned, the first three bosses have been fully drawn. Stages 4 through Extra are represented in the Credits section as items that represent themselves.

These people sure are fast to make DDC outfit though there probably enough time to make since this event and the the full game release has nearly 2 months between...
I have a friend who cosplayed as Seiji and we were like surprise as and said things like that was fast as that time the full game came out alittle over 2 weeks and on the second day of STGCC he was cosplaying as Seiji. Maybe Seija has a simple design but even so that too fast to make the outfit under 2 weeks.

There just simply wouldn't have been enough time for artists to start and finish brand new art pieces (not to mention arrange them into the layout) before the deadline.

I must have misread it sorry about that and though there were DDC cosplayer at the event
Well, on the scroll, not counting the extra characters in the credit room (stages 4-Extra in DDC), I think there's a total of 85 individual (counting group characters Renko and Maribel and the Prismrivers as single characters, even though groups like that were usually handled by one artist). However, the scroll also contains characters from the Music CDs and Print Works, so it isn't an exact count for EoSD-DDC if you wanted games only.
