Because Kagerou most likely doesn't know french language and said the first/only thing she could come out with.

And that's how you identify foreigners. A real frenchy would answer something like "Ouais, moi non plus. On se prends un café et on baise?". A foreigner says something like "Allez les Bleus", "Je ne parle pas Français", or, in the worst case "Il faut commencer par se connaître, se parler."

Fuzzy (Kagerou) has no idea what's being said, does she?

I think the important thing is... She's damn cute saying it. Even if she doesn't know what she may/may not be saying.
