As a veteran of many nail trimmings, I can honestly say that it is never cute when you're struggling to hold an unwilling cat or dog in place in order to trim their nails while they whine and/or hiss at you.

The trained ones aren't as bad, but you have to feed them a constant stream of treats since nail trimming is a pretty stressful activity which needs constant reward to make it 'worth it' for the animal. So basically your hand is going to come away covered in slime anyway.

At least dogs don't have the ability to melt your neighborhood and destroy everything you love if you accidentally hit the quick.

Conversely, though, most pokemon seem to have rudimentary intelligence, enough so that you could probably explain to them that it will be fine as long as they don't struggle (unless they're too rowdy, in which case you need more badges). Case-in-point, Bulbasaur here seems pretty damn calm.

Yeah, but Bulbasaur is a cute first stage pokemon which is rather docile even in the wild (though most of them are bred and domesticated by pokemon breeders). I dare you try trimming the claws of a, say, Tyranitar, Vigoroth or Feraligatr. You need 6 badges to use the HM Trim Claws.

I'd say what happened in this pic is: Yuka tries to trim Bulbasaur's claw, but soon forgets that while playing with its paws.

Hey hey hey, it a TM, not an HM! TM01 to be precise! And it's Hone Claws, not Trim Claws!

I find it a lot easier to trim my cat's claws when she's half asleep (she's a high-energy cat that hates being picked up).

I know that, but TMs can be used without any badges, so that would kinda ruin the joke.

That's kind of part of the point, though. They're still intelligent enough to understand, they're just too temperamental and rowdy to care. Can you imagine trying to trim Charizard? He was a pretty smart mofo, if memory serves.
